In a significant development concerning affordable housing in Haryana, the state government has constituted a four-member committee to investigate the recent allotment process of 4S Aster Avenue 36, an affordable housing project in Sector 36, Sohna. The probe was initiated after it was discovered that all 708 residential units were allocated exclusively to applicants from Sohna, raising concerns about the transparency and fairness of the e-draw mechanism used for the allotment.
The draw, conducted on January 27, attracted 51,586 applicants vying for the 708 flats available. However, the outcome, which saw all units allotted to residents of Sohna, appeared to contravene the guidelines set forth in the Affordable Housing Policy 2013. Clause 5(ii) of the policy prioritizes Pradhan Mantri Awas Yojana (PMAY) beneficiaries but does not endorse preferential treatment based on the applicant’s town of residence. This discrepancy was highlighted by the Senior Town Planner (Gurgaon), prompting an immediate review of the allotment process.
In response to these findings, the Department of Town and Country Planning (DTCP) issued orders on February 13 to cancel the existing allotments and mandated a fresh draw adhering strictly to the policy guidelines. The committee, comprising the Chief Town Planner (IT&M), Senior Town Planner (E&V), Senior Town Planner (Gurgaon), and Project Manager (IT HQ), has been tasked with a comprehensive examination of the e-draw system. Their objective is to determine whether the irregularities resulted from a technical malfunction, administrative oversight, or intentional bias. The committee has been directed to submit its findings within 10 days.
The 4S Aster Avenue 36 project, developed by 4S Developers under license number 235 of 2023, is a notable initiative under Haryana’s Affordable Housing Policy. Spanning 9.8 acres in Sector 36, Sohna, the project offers thoughtfully designed 3 BHK apartments, each covering approximately 645 square feet. Emphasizing a harmonious blend of affordability and modern living, the development boasts 60% open green spaces and amenities such as a swimming pool, gymnasium, badminton court, and a secure gated community.
